The cursor should change depending on the interaction the user can do with the element, not on the tooltip. A tooltip appears to explain what the element is or what it does. For example when we hover over a link the pointer cursor reinforces that clicking the link with do some action. This link might also have a tooltip, but the cursor depends on the click action. Hello, (sigh) I've only had Win 10 for about a day and I have already had more problems with it than I had with Win 7 in a year. Anyway, I have another problem. When I move my cursor over an icon on the taskbar to find out what it is, the tooltip (at least that it what they were called in other versions of Windows) blinks so quickly I can't read it. The only way I have found to read the tooltip is to find the exact right spot on the icon and hold the cursor there without wavering even a pixel or two. I have tried to find this answer using the Search function with Win 10 but couldn't find anything that helped. How can I get the tooltip to simply appear and stay open when I move my cursor anywhere over the icon? Hello, Thank you for your interest in Windows 10.
